You can solve that problem by modifying the "classification" type of your insert. It would allows two locations : "new" and "used". SFI users should not be allowed to override picking selection and it would allows them to pick brand new items ONCE used items are depleted.
Big con : you cant modify your article/inserts type easily, that would require export tools database, stocks. deleting them all, and recreating all new articles and stocks: i strongly advise you to take contact with your reseller to properly do that.
